Introduction

The Jammu & Kashmir Committee for Fixation of Fee Structure of the Private Educational Institutions was established in the year 2013. Honb’le Mr. Justice (Retd) Bilal Nazki was appointed as its first Chairman. Mr. Justice Nazki resigned in the year 2014 due to which the Committee remained non-functional for a long time. It has now been revived in the year 2015 vide Government Order No: 344 of 2015 dated 21-4-2015.

Functioning

          In terms of the judgment and orders passed by the Hon’ble Supreme Court of India and the High Court of Jammu &Kashmir theCommittee is empowered to regulate the fees structure of the Private Educational Institutions of the State and consider the cases of enhancement of tuition and other fees being charged by such Schools.

Government has appointed Justice (Retired) Muzaffar Hussain Attar as Chairman of Committee for Fixation and Regulation of Fee of Private Schools for a period of two years in Jammu and Kashmir.

The Committee for Fixation and Regulation of Fee of Private Schools is there to ensure that private schools don’t indulge in commercialization of education and undue profiteering.

The appointment of Muzaffar Hussain Attar as Chairman has come at a time when parents are up in arms against private schools that have been demanding school fee ignoring the hardships being faced by people due to abrogation of special status and ongoing Covid-19 pandemic.

As per an order issued in this regard on Monday, the appointment of Chairman shall take effect from the date he assumes the charge of the post in the Committee.

About Us

Education falls under State list. Constitution allows private individuals and organizations to open schools for providing education to the students. The State Education Department has laid down some rules and fixed criterion to grant recognition to private schools. At the same time, the Department has also the scheme of grant-in-aid to private schools. It means that schools fulfilling the conditions laid down by the Education Department are entitled to receive some grant from the State which is meant by way of support to the spread of education. But there are other private schools that do not.
